Saudi Arabia has become one of the most attractive destinations for investors and entrepreneurs. Driven by Vision 2030, the Kingdom is simplifying regulations, encouraging foreign investment and creating new opportunities across multiple industries. Before you can legally operate, obtaining a business license is one of the most important steps.

What a business license is

A business license in Saudi Arabia is an official authorisation issued by the relevant government authority that allows a company to legally conduct business activities within the Kingdom. The type of license required depends on your business sector, ownership structure and planned operations.

Businesses operating without the appropriate license may face penalties, delays or restrictions on conducting commercial activities. There is no orderly way to start first and regularise afterwards.

The nine steps
